DOB permit and Dot

Unauthorized contractor pulled a Sidewalk shed / Scaffold permit – he was never hired and now the real contractor can’t pull the permit! This is blackmail as the first guy was never hired and won’t cancel it

The permit application form (PW2) does not need an owner’s signature. Kinda seems like maybe it should.
