Directive 14 certifications -- what happens if plans don't equal work

Hi — to the architects out there … a previous project received a Directive 14 inspection/signoff and letter of completion, but what happens if the work doesn’t match the plans (say, some extra cabinets were added or some doorway measurements didn’t match what was filed). Is it correct that any/all future work requiring DOB permits are at risk of being audited and forced to correct plan-deviations from decades ago / slapped with a violation? Would/cloud the DOB audit the unit even if no work was currently being done / planned if there was a potential violation?
