Construction dust coming into my house

A house next door (previously abandoned) is being gutted and the dust is coming straight into my house and my tenant’s apartment – not to mention dust and debris in front of my house. I’m guessing that they must have ripped out the separating wall, otherwise dust wouldn’t be coming straight through the walls. I’ve tried talking to them, left a message for the contractor, called 311, but am getting nowhere. My question, aside from how to get them to fix this, is what is my responsibility to the tenant?
