ConEd Energy rebate & Contractor transparency

I worked with a contractor to remove a gas boiler system and install mini splits throughout my home. We agreed on a price and he said that he works with another company that helps to process the rebate. He said that the total amount could not be calculated and that I wouldn’t know until ConEd sends him the check. He said it would be around 7k. We finished in May and I’ve finally heard from him that the rebate was approved at $13,500. All good in my favor and I cashed the check (his business check). However, I did some searching and found that other folks got an even higher rebate.

Thus, I wanted to find out what the actual rebate was that was issued to his company. I called ConEd and after a painful round of waiting/dropped calls, etc I had someone verify that the total amount issued to his company was $23,200. I asked them to send me something in writing that shows this clearly and the rep said they have to check with the processing dept. and they would call me back. I emailed the contractor and asked him for a receipt with the total amount of the rebate and how i t broke down. It’s only logical that there is some sort of documentation.

What I’m wondering is:

1) Is the homeowner entitled to the full amount of the rebate? We had no agreement whatsoever that he gets a cut of the refund or that he discounts his services in anticipation of the refund. No up front discount or anything like that.

2) There certainly must be others with similar experiences. I mean..it’s a bad idea to issue rebates to a third party, especially when we’re talking about large sums. There’s quite a lot of temptation for people to somehow try and take a cut.

I have a good relationship with this guy and don’t want to ruin it, but at the same time I don’t think transparency is unreasonable.

Familyhouse, We were in the same boat. I went with the highest rated online reviews, ran google searches, etc. and then called my top three choices and hired the one that was responsive and seemed to be on top of their stuff. They were the middle quote in terms of cost. Ask around for sure, But sometimes you just have to do the legwork and go with your gut! It ultimately worked out really well for us.

@doors, the homeowner wouldn’t want to do the paperwork. It’s a pita, and the contractor needs to make specific certifications, etc. the program contemplates the contractor doing the filing and they are trained on this.

@Lizzie, I’d take that with a grain of salt. Statewide Clean Heat program reforms now limit incentives to 70% of project cost.

@familyhouse Where are you located? I did the rebate install at our weekend house up in Westchester. ConEd maintains a list of contractors — we started there and read reviews.

I am meeting with HVAC companies now to convert to a heat pump. I was told ConEd plans to offer this incentive program again, supposedly later this fall. We won’t be starting our conversion until the program back up and running. Supposedly the incentives will be just as good or better as what was offered previously.

Why does the contractor act as the intermediary for the payment? Can’t the homeowner file?

@katiekeating The program is called NYS Clean Heat and it offered INSANELY GENEROUS rebate incentives for air source heat pump (eg., mini-splits) installations in single family homes. Unfortunately the program ran out of funding for the heat pump incentives due to such high demand from the recent home remodel craze. I was able to get two Mitsubishi hyper heat outdoor condensers and seven air handlers with ConEd kicking in 33k worth of rebates! You can still get rebates for geothermal but that’s a much bigger undertaking.

Following this thread. I had a similar experience with a con ed rebate for a mini split system – My hvac contractor was unable to tell me the amount of the rebate upfront. I received a relatively small check many months later. Now I’m wondering if I got the full rebate. @ omelettetron – who did you call at Con Ed to verify the rebate?

The lack of transparency is not at all reflective of the experience that I had. My quote reflected the full rebate amount up-front and I paid only the post-rebate amount to the contractor. They did all the ConEd paperwork and got paid directly from the rebate program.
