closing a plumbing permit from 1993, the old plumber no longer exists.

the permit was for “REPLACE EXISTING BATHROOM FIXTURES (3 PPIECES )ON EXISTING ROUGHING” do i need to contact a new plumber and can i handle closing the permit off myself?

I read this wrong as it says existing roughing so I am not sure how the permit is worded. If you do not need roughing inspections, no walls need to be opened.
If you need a Roughing Inspection, we would open walls. Eman is right in the ways you can see through a wall, but an inspection will not look through a camera. You will fail for not having the Roughing exposed.
Is it likely an inspector shows up to a Plumbing Roughing Inspection? No.
Would I gamble a failure on our company license that an Inspector won’t show? No.
I am not saying I agree with how the city does permits, especially registering equipment, but we are thorough and by the book with all of our work; permitting included.

Eman, there has to be temperature differential for the infrared to work. Yes, it will show a hot pipe in a wall. But if other pipes are sort of the same temperature as the surrounding materials, it is not as easy to spot them. Studs and joists show up in uninsulated walls with hot or cold on the other side from where one is standing. Pipes with sort of room temp water in them don’t show up as easy. A vent line with air in it the same temp as the surrounding air won’t show up.

Because if it the original plumber did not have their final inspection, and now cannot have that inspection: it needs to be superseded.
If our company is going to take over the job, that means we take responsibility for the work being up to code. How do we know the original plumber never vented the plumbing correctly and used a Pro-Vent? Now our company would be on record as taking responsible for that. I would never take responsibility for work we did not perform without seeing it entirely.
It is not great to hear, but it is why good plumbing companies do not have open permits or let permits sit.

If the permit was to install new fixtures on the existing roughing. and didn’t cover anything inside walls, why would there be any need to open walls?

The problem because it needs to be reinspected. Some plumbers may just give you an administration cost, others may want to open up walls to expose plumbing and may even give more costs after that.

Yes the same goes for an LAA as well; only the License Holder who opened the permit can close it or it needs to be superseded. I have heard of people making requests but never heard of anyone getting one closed without superseding it

Chris, an active permit is required to close a standard plumbing permit, but is it required to close out an LAA? Would a new plumber need to supersede the old on the LAA in order to close it out?

And to the OP, it is my understanding that it would be easier to close out the LAA, so this may be a good thing.

If the LAA was filed, it has an LAA number. You can call or email DOB to double check. Once the LAA is pulled, you need to close it.

I am in the process of doing a refinance, and on the DOB site it is showing as “E LAA FILED” under JOB STATUS, Last Action: APPROVED – 05/07/1993 (E). I am able to see a PDF version of the permit as well.

Bob’s right in that you would not need to pull a permit for replacing fixtures. However, once it’s pulled, you need to close it out, and as Chris said you need a licensed plumber to do that.

Are you sure it was permitted and not just approved? If it was only approved and never permitted, you might be able to withdraw it yourself, or with the help of an expediter.

You need a new Licensed Plumber to supercede and take over the project in order to close it out.
