Clawfoot Faucet Cold Water Continuously Run

I changed the washer as in the past but it seems the stem is constantly turning and can’t stop the cold water from continuously running. I shut off the cold water valve but can’t use the tub now. Any recommendations?

New stem? Possibly a new faucet, preferably with ceramic disc cartridges rather than washers.
