Cement over repointing

Our back brick wall has a cement layer and some leaks. We’re weighing the options of patching vs. a full repoint. If we opt to remove the entire cement layer and repoint the whole wall (with the hope that it will last much longer than just patching), is it necessary to add a cement layer again? How much protection does it offer?

Not a good idea to add cement back – it’s what has caused the leaks.
