Cellar/basement living?

I would like to add a kichenette to a basement, but I wonder if it will raise any red flags with the DOB inspector. The ceiling height is only 6′-6″ (2″ under the minimum 6’8″) so I worry the kitchenette will not be approved in the permit application because the space is below minimum required height.
