Can anyone direct me to code for stove venting

I need to show my neighbor what the code is. Their gas stove on the basement level at the rear of the house is vented out right at the property line. I can’t believe that this is correct as the fumes from this location causes the smells to come right into my house as my windows are right next to their vent which is actually just a piece of plastic grid covering the oblong hole.

Actually I just saw there is mechanical code that might be relevant, but not sure.
506.3.12.2 Termination Through an Exterior Wall
Exhaust outlets shall be permitted to terminate through exterior walls where the smoke, grease, gases, vapors and odors in the discharge from such terminations do not create a public nuisance or a fire hazard. Such terminations shall not be located where protected openings are required by the New York City Building Code. Other exterior openings shall not be located within 3 feet (914 mm) of such terminations.

Would it be similar to requirements about venting a dryer? There was a thread about that recently which had minimum distance from windows/doors etc.

i don’t think there is any code concerning venting of range hood. for gas appliances like a boiler or hot water heater i know the vent has to be at least 2′ from an operable window, not sure about a property line.
