Can a lawsuit stop neighbor from doing more construction?

I have a semi-attached house with my neighbor. They did underpinning . The footing on the party wall was cut on their side , and new column bases were added. I have cracks on the wall now. They are done with underpinning and they claimed no further damage will happen to the party wall. Are there ways to have them restore the footing? Can I bring a lawsuit or complain to DOB to stop them from working? Thank you.

They have permits. Cracks monitoring shows no movement of the building. But the building is shaking when they work and underpinning was done without my permission. Can I get them to restore the footing and pay for my damages and attorney fee? TY

If they didn’t pull permits you can definitely complain to the DOB and they’ll take action. You should have done that while the work was in progress though. You also run the risk then of being evicted from your own home if the wall is deemed unsafe. Can you get an engineer in to assess the situation?
