Bump: Retaining Wall Spikes

Reposting because I’m curious and concerned. A neighbor has a low retaining wall about 18 inches high. He just installed 4 inch spiked finials (rounded tops) at approximate 4-inch intervals. Even with the rounded tops, it seems quite dangerous. Does anyone here know the NYC requirements with regards to spikes/points and appendages on retaining walls. THANKS in advance for any responses.

A bit like jumping into a wolf den, where all the wolves are asleep… but, maybe give them a call? Also as you note that some communities forbid this, do you know of a local council person somebody or whoever to call? Again, not much help and Dont mean to push anyone in the direction of sleeping, all too often, not particularly useful, town or city officials. Every so often however I have been surprised when calling around and going through a few people, you find someone awake, its cool really, like when you’re in the woods and you see a flower growing out of a crack in a rock, unexpected but gives us hope…. Thanks Matt. I’ve looked on the DOB website and my husband suggested wading through all the building codes. I just kept getting lost in information overload… I know that some communities forbid spikes of a certain length (rounded or not) below a certain height: Ie, if you had spikes on a 8 foot fence, it would probably be OK, but not on something 18 inches. –Minmin
