Brownstoning facade

Could masons out there please weigh in? In re-brownstoning a facade, the mason is using a previously applied scratch coat, applied recently. He has removed the brownstone layer, but there are brownstone patches I can see on the surface. What might the result be?

Possible that if you see “oily patches” coming through the scratch coat they may have used a bonding agent to make sure the new cement would stick to the old material. Just a possibility, happened to me, i’d definiteley ask the contractor though. Without a pic its pretty hard to speculate.

Sounds a bit confusing. If there is a new scratch coat, where do the brownstone patches come from?
