Are Rigs on Facades Outlawed by DOB?
I need holes plugged in on my cornice, as we have carpenter bees, and the cornice repainted. Is it true that the DOB no longer allows rigs on the facade, only scaffolding and thus a shed? That turns a paint job into a hugely expensive project.

i gave someone a quote of 10k ten-twelve years ago with a lift.
i am not sure these regulations are excessive. i am not sure there is a work around. from a worker’s point of view, regarding safety, a lot of contractors and homeowners would have us working in very dangerous conditions if they allowed it (my great grandfather’s brother was painting a facia in brooklyn and fell and cracked his head open and died at williamsburgh hospital in 1912; his wife remarried and her second husband got electrocuted operating an oyster conveyor on the deck of an oyster boat in 1926; modern worker protections would have saved these men) and then there is the issue of us workers doing stupid things with our tools over the sidewalk – even when we don’t do stupid things, stuff happens. i drop stuff all the time but i do not work over people. safety costs money. indemnity costs money. NYC is expensive. it changes in the suburbs where we can back a vehicle up and go to work.
from my point of view, as a worker, the platform lift is the best. i used to use one servicing light fixtures in a gymnasium and liked it. i would not dare use those c hooks.

Thanks. Yes, I believe in safety but how does the DOB expect homeowners to maintain their homes with all these regulations? I’m want to have the cornice of my brownstone sanded and painted as well as touch up on 10 window frames. Just got a quote of $15,000 w/a lift. C’mon!

So i can see a cherry picker reaching places a platform lift cannot. Homely, we called sunbelt about using a platform lift on a sidewalk years ago. They will deliver and leave it. I have seen people leave these out on the street but at the time of our inquiry, we had a garage right there if we needed.
You state “not in brooklyn” and you mention a shed. If you are on a sidewalk, a permit is needed to partially or fully close a sidewalk and the dot will want an insurance cert. We got around all of this when working above a sidewalk in manhattan once by having a flag person below where we were but that will not work if there is equipment on the ground.
Call the dot. I read stuff on the ‘net about partial sidewalk closures but my work around came from talking to them and my point is, if you are on a sidewalk and have questions, dot has a real human to help you.
Some of this could have changed. I am talking a decade or more ago.

so do I need to get a scaffold and shed? A C hook wouldn’t work on my cornice anyway. They would have to tie up to the chimney. So what do we know about this? Excellent Contractors, admittedly pricey, said it would cost $7000 for a scaffold. Who would ever paint their cornice?
