Air conditioning grilles removal/permit required?

We Are looking into replacing the 4 Windows of our apartment located in a landmarked building. All of them currently have air conditioner grills embedded in the Windows. Long story short, all floors have wall through units but we’re on the 2nd floor so it had to go through the window. We found a solution for our A/C. Now, do we need a permit to remove those grilles from the new Windows? If so, any recommendation for a specialist architect expert in this matter would be appreciated.
