Are the vents allowed in NYC code.

No they are not is my understanding. If there’s an exception, I’m not aware of it, but I could be wrong. Chicago loops are allowed for sinks and I believe also lavs, and in certain situations horizontal went venting can be used, mainly bathroom groups.
