Adding railing to perimeter of roof?

Now that outdoor space is so critical, we wanted to explore adding a railing to our roof. The parapet wall is only like 15” tall so it’s very low and the house is detached on one side so lots of possibility to fall over the edge on 3 sides.
We don’t want to do a full roof deck due to expense (probably just lay down AstroTurf or a kiddie pool), we just want to add a basic simple safety fence around the perimeter of the roof to keep people from falling off.
Anyone have a recommendation for this work?
Does this require permits/drawings etc? We would do everything to code and FDNY safety requirements anyway.
