Action Over Coverage?

What is action over coverage? And has anyone used a contractor with this policy coverage? I’m looking to have my facade re-do and my insurance company is telling me to hire a contractor who carries action over coverage clause to their policy. Apparently it provides complete protection for homeowner for any accident on the job. Just having worker’s comp and liability doesn’t give homeowner full protection.
I called up a few contractors and there aren’t too many who carry this clause although some do. Any advice? Would love to hear from someone who has faced similar situation.

This may refer to a clause that is only in New York legislation that allows workers to sue for amounts beyond the cap in workers’ comp, so either the worker/contractor or the homeowner has to be covered for it when getting any kind of construction coverage. Though many people say their contractor has it, I think mainly higher-end contractors carry it.
