Does anyone know who can fix cement around a hatch that is causing a leak?

I recently had about 3 inches of water collect from a leak coming from my back hatch. I realized that the cement had been loose around the edge of the hatch. Does anyone know who can fix this? THANKS!!!!

sloppy work is common.  or you could jsut go to lowes and get a gallon of roofing cement, and slop it on like the people you hire do.
