Do I need a permit to remove sheetrock from basement and use hydraulic cement with drylok?
I want to remove the tiles and sheetrock from the finished basement. Will I require a permit to remove the sheetrock and throw down some hydraulic cement on the floor/walls?

I agree you don’t need any permit for these things, unless you change the whole structure of the basement and make it as an apartment to live.

You don’t need a permit for sheetrocking or hydraulic cement. Those fall under “non-structural repairs.” Here’s the link to the basic DOB brochure: http://www.nyc.gov/html/dob/downloads/pdf/consbroch.pdf
