First Floor Egress

In our coop, the ground floor unit on the street side has non-operable grates on the windows. It’s a studio, with the unit door only feet from the front door of the building. Do they need operable grates as a second means of egress or are they close enough to the front door that they’re within code distance and thus exempted?
