Balcony repairs needed

I am looking for a couple of contractors to bid on remediating the rear balconies on our townhouse. The house was built around 2013. It became apparent later that the builder did not waterproof the balconies and one balcony in particular has extensive water infiltration damage. The surface is tile surrounded by iron railings, the soffit and fascia are EIFS. I’d like someone with excellent knowledge and experience specifically with remediating and building balconies and who can discuss alternative materials we might use as well as water management. Is it necessary to work with an architect first? Any leads or recs on where to look appreciated. I really want this done right this time.
