Feasibility Study: Who to Use?

We would like to run a feasibility study to determine if two adjacent buildings in Manhattan can potentially be expanded, altered or developed. One of the buildings is a five story multi-family while the other has landmark status. They are both in the PI (Park Improvement District). We have no interest in actually doing the work should the results be positive, we simply want to know the answer. Is an expeditor the right person to use for this study or might this require an architect and/or an attorney?
