Do I need an expeditor for form submission with DEP?

Hello! We completed the form for Report of Test and Maintenance of Backflow Prevention Device, and the contractor who installed the device is telling us that we need an expeditor (for $1000 charge) to complete the paperwork and submit to DEP office in Queens. Does this sound correct? Is an expeditor necessary in this type of situation or can a form like that just be mailed? Any thoughts appreciated! I haven’t been able to get very far by speaking with the DEP directly. Thanks!

You could use an expeditor that your contractor did not recommend – you could find a cheaper one. You could also go to homeowners night: http://www.nyc.gov/html/dob/html/homeowners_and_tenants/homeowners_tenants_main.shtml at the DOB and ask your question. I went once to the one at the Queens DOB, and the DOB guy was very helpful. I must say that you get to meet many friendly and chatty expeditors if you stand around on the lines at the Queens DOB.

no one has come in on this so I am going to say something here which may not be entirely true but in a sense is true: No one needs an expediter for anything. if you wish to go hand deliver things and watch them get rejected and pick up paper and do it again, you do not need an expediter. the expediter gets paid to deal with the BS the rest of us are too busy to deal with. that said, things that need an architect’s or engineer’s stamp, still need just that. since no one has come in here on this and since I really do not know, I would make phone calls to the agency and see if someone with some patience will help you. sometimes we do get people who really want to help us. and something else, you will get people in these offices who will tell you you need someone to file for you and they may be wrong. still, i am not sure. but when the city tells you something, unless it is what you want to hear, you must second guess it.
