National Grid Energy Audit - Total cost of insulation

Greetings – I was under the impression that the National Grid Insulation Program paid for 1/2 of the “Total cost” of installing attic insulation.  However, the quote I received from Prospect shows National Grid only rebating 1/2 of the cost of the materials and that I have to pay 100% of the labor.  Doesn’t sound right to me and looks like they’re trying to game the system.  I’ve read and reread the National Grid program description and I think I’m right in interpreting that they rebate 1/2 of the total cost, not just 1/2 of the materials.  What are the other’s experience who went through the entire process?  Thx.   Here’s the relevant part of the quote: 2) Roof Insulation – Cellulose
We have determined that the attic floor lacks necessary insulation. We recommend that at least 10″ of blown cellulose insulation be installed.
Note: National Grid offers a 50% rebate (up to $3000) on blown cellulose insulation on the roof up to a maximum cumulative value of R-38.
· Cost of attic insulation – $1,440 for 10″ of blown cellulose in approximately 900 sq.ft. of attic floor,
$720 after National Grid rebate.
· Preparation, cleanup, cutting and repairing access for installation – Cost $1000.
· Total due: $2,440, your cost after rebate = $1,720

Please see my recent response about Prospect (Jeremy Shannon)…at least 50% above the local prices, a lot of “fine print” and very dismissive. When we asked one too many questions they refused to work with us (“too busy” and “not interested”) and made themselves “unavailable”. This is AFTER taking 300$ for an audit and making us wait for weeks for a report that did not have one thing correct about the house (wrong size, number of windows, …everything). Their quotes for windows were 50% above what we paid for the same; and Jeremy is asking for 50% to “oversee” the job if done by unaffiliated licensed contractor with the very same materials… He is an architect with a lot of “green” credentials – so if you do not care what you spend you might have a very pleasant experience (I would imagine). In my opinion, they are not only unprofessional but simply unethical. I recommend NYS Energy Audits.

Bigmaq: you are correct. I just called National Grid with another question about the program and asked this question. The representative was quite clear that all “labor and materials” is covered.
