Metal Gound Floor Entrance/exit door to street severe sticking

This door has had problems for years. as the builiding shifts, the door starts to stick–especially in the humid weather. I’ve had it filed several times (soon there will be no door left) but this doesn’t seem to be a long range solution. And ideas?   Thanks
