Turn half bath into full in basement rec room of ground floor condo?

Hi, we have a ground floor condo with a basement rec room that has a powder room. Are we legally allowed to convert that half bath into a full? I can’t seem to find a clear answer anywhere. Thanks!

Thanks. I saw that as well, but how does that apply to a condo unit in a 4-condo building? Does my condo unit count as a 1-family?
