Purchasing property w ECB Violation and property needs cosmetic work
I am in process of purchasing a house in bed-stuy with an old/existing ECB violation. Fine paid, but not certified. Details pasted at end of post. The apartment needs non-structural work (details also below), and contractor estimated 3-4 weeks. Question is: should I spend time/effort trying to get existing violation certified, before starting this cosmetic work, or just do the cosmetic work, and get issue certified later? My concern is that, even though work is not structural in nature, DOB may issue a stop work order, and then, I have two problems to address: get old violation certified, and then get stop work order addressed… **New Work:** New flooring (pergo, perhaps), re-paint, install new cabinets and appliances, re-grout bathrooms, and (possibly) replace some/all of windows **Violation Info from BIS (ECB Violation):** “work without a permit: work noted: installation of 3pc bathroom, kitchen with stove, partition wall creating 2 room in the cellar, remove and replacement of partition wall at first floor front, public hall. sug” severity: non-hazardous hearing status: in violation penalty balance due: $0.00 Scheduled Hearing Date: 07/16/2001 FWIW – this old construction does not seem to exist anymore (cellar is bare)
