Mandatory lead testing recos?

I am a super small-time landlord, just one house (built 1917) with three apartments, live in one of them.
So a bit scared of the effort to comply with Local Law 31 of 2020, enacted in February 2020 and effective August 2020 (got email from HPD).
Seems like they want all apartments and common areas to be lead-tested and results filed? Even if a child does not live on the premises? And give 5 years to comply?
I feel like I need an expert since anything lead seems dangerous territory any mis-step would be costly…
Any recs of EPA examiners or expeditors who can help navigate these waters?
