Stairs for deck
I agree with Sopemope, that would deff be the best option.

We are putting in a steel deck with ipe on the parlor floor of our house and would like to have wood covered steps going down to the garden, but are worried that this will present a problem with inspection, as they will not be 3′ from the property line. We can have the staircase made in iron, with cages to rest the wood portion of the steps in, but are not sure if this will meet the non-combustible requirement. Does anyone have any experience with these types of stairs and filing?

the way many have done it in the past was to make the 3′ end pieces and stair treads removable (a panel of sorts) and put in place after inspection / sign off. So they are already built when project is finished, and contractor just comes back for quick install of the panel a week/month/whatever later.
