had Masonry/Concrete Work Done

Hello, I recently (a little less than 2 weeks ago) had my stairs redone and a hatch taken out of the front of the building and sealed and a side wall sealed from the outside of my building. It’s rained over the last few days and it looks as though the brand new stairs and the ex-hatch area are taking in water. I’ve attached pictures of the spaces. Can any contractor tell me what was done wrong or if this is a natural part of the concrete curing process? I’m a bit concerned about the quality since there’s clearly been water coming in. Any advice would help thanks!
