Architect/Engineer Needed for Commercial Extension in Astoria

I am considering a purchase of a one family house in Astoria. House is zoned R5B and C1-3 as far as I know. I am told that the house can be expanded up to 2000 sq ft. to include a commercial storefront and convert the residential portion to a 2 family. Looking for an architect/engineer who can verify that the zoning would permit either the commercial or a 2 family conversion and the price of either option. Any references would be much appreciated.
