Who is responsible for closing open permits on our job?
We’re trying to refinance but we can’t close on the refi until our open permits are closed. We used a contractor and an architect. Who is supposed to make sure all the paperwork is finished and permits are all closed up? I thought the architect/project manager should have made sure it was all in order. They’re awol. How do we get this wrapped up?

Your architect should be doing this. BUT, he can only do it once the plumber has signed off the plumbing. I can’t see a reason why an architect wouldn’t sign off the project (he gains nothing by keeping it open, unless he needs leverage over you). the plumbing sign off is actually kind fo a big deal, so find out from the gc first, or look it up on bisweb.com, then tell your architect to sign it off already. Assuming it was all on the up and up (like you paid them, and it was built in accordance with the DOB drawings) I would bet he/she signs it off.

Unfortunately, you do need the architect to sign some forms. It’s possible, but becoming increasingly difficult, for one architect to supersede another and close it out. At this stage of the game, that can be very troublesome. Try very hard to get your original architect to do it. If you simply cannot get them to do it, then you’d need to hire another architect to do it.

assuming that there is no change in c of o, the architect is the winner. if there is a change in c of o, start reading your contracts.
