Permit
Is it necessary to get a permit to rip out the ceiling in the cellar? If no, Should a contractor be hired or is a handyman sufficient. Thanks in advance.

If the existing ceiling covering looks like old tiles, or has horse hair in it, you may want to take a small piece and send it off to a lab – it used cost about $25.00\. Most likely you are fine, because normally asbestos was more expensie and was only used as pipe insulation or some other location that needed the direct insulation.

It is not so simple. If you are 3 or more family, then you are required to have a taped drywall (fire rated) ceiling in the cellar. You do not need a permit to replace with another fire rated covering, but you cannot leave exposed flammables (wood). One or two family is different code and you should be OK.

If you’re just ripping out the sheetrock and not making any structural changes, you should be fine without a permit.
