No permit for small extension

We’re looking at a house in a part of Queens with landmark status. The house has an extension that is being used as a child’s bedroom (with heat and electricity). We saw that the owner filed for a permit to build the extension 15 years ago but it was rejected. He just went ahead and built it. If we buy the house, we need to pull permits for updating the electric panel and removing asbestos (basement pipes). Our fear is that the inspector(s) will fine us for the extension and that it will cost a lot to rectify the situation–if it can even be rectified. We would hate to have to tear it down and go through all that. Please advise. Thank you.

How many people actually file with DOB to upgrade an electrical panel or remove asbestos? I’ve never heard of anyone bothering to file.

Although Queens and landmark sounds like an oxymoron :)) you have a correct and precise assessment of your situation. I’d advise to call on an architect or an expediter, who can advise you whether the extension can be legalized, i.e. if it complies with setbacks, rear yard distances, light & air etc. If it’s a yes, then this is not such a difficult process. 15 years is a long time, but do you think you can find out the original applicant? Go to DOB website, type in the address, go to Job filings-you may have some luck finding objections or reasons for the rejection (it’s usually called disapproval) Unfortunately I do not know anyone who operates in Queens and cannot give an outright recommendation.
