my complaint was moved to the ERT

We did some light work in the house, very few things that really required a permit but we did not get any permits. One of the neighbors complained with a particularly malicious complaint that stated that we are moving walls and plumbing (we did not move any walls but did move some plumbing). An inspector showed up like 9 months later an left an LS4\. I was hoping that the inspector would come a second time and dismiss the case. Instead the BIS system shows that the case was moved to the “emergency response team” about 2 months ago. This is in no way a case that justifies ERT involvement. What could have caused this and what is the best way to proceed? Constructive feedback only, please.
