is a permit required for a roof replacement?

Hi All, First time poster here. is anyone familiar with the codes to confirm whether or not you need a permit to do a tear down of the roof asphalt and put a new layer? I did some research myself and it seems like a permit is not required for a simple strip and replace repair as long as the wooden structure underneath is not modified. http://www.nyc.gov/html/dob/downloads/rules/1_RCNY_101-14.pdf

If there’s asbestos you will need to file the requisite paperwork and there will have to the air monitoring, worker protection etc. etc. by a registered asbestos abatement contractor with EPA oversight. Do people do asbestos removal without notifying the appropriate authorities? Sure, but before you embark on that path, be very sure you have no nosy, busybody neighbors and do some Google searching to get an idea of the size of fines that have been levied for defying the regulations (in excess of $10k).

But I thought an asbestos testing/acp5 is only needed when you request a permit.

If the existing roofing has asbestos content above a certain percentage , you’re into permit purgatory.
