DOB permit disapproval appeal question

hey all, I’d love it if anyone who understands the DOB labyrinth could explain the following to me. Per BISWEB, a boarded-up brownstone on my block applied for a permit to gut renovate and add a 4-story rear extension in February 2011\. In June 2011, the “Plan Exam” was disapproved, and currently the file says: “Development Challenge Process is pending Zoning Approval.”  Anyone know what that means, and how long it might take for the owner to be able to move forward on the project? What kind of timeframe are we talking about? The place is an eyesore, and I’d love to see it fixed up. The owner appears to own about a dozen other buldings in Brooklyn, but given the current state of the rental market, I can’t imagine why any sensible owner would be warehousing a building like this.

Sounds like the plan examiner had an issue with the zoning of the rear extension.  That’s usually the first hurdle on any job involving zoning.  The examiners won’t even look at the code issues until the zoning review is passed.  Once zoning is passed, then they’ll review the rest of the details for building code compliance.  The development challenge will likely just go away on its own before they’ve answered all of the examiner’s objections.  There could be any number of reasons why it’s taking so long.  They might be working with the examiner to work through the objections, or they could just be sitting on it.  They could get zoning approval tomorrow and get a permit in a month or so after dealing with all other plan objections, or it could go on indefinitely.
