Buildings Department Permit for Window Replacement?
Does anyone know whether a buildings department permit is required for the replacement of windows (brick to brick) on the primary facade of a landmarked brownstone? The window openings themselves will not be modified. I know that LPC approval will be required, but according to LPC literature the type of approval (and the approval process) depends on whether a buildings department permit is also required. If no DOB permit is required, the LPC issues a “permit for minor work.” If a DOB permit is required, the DOB issues a “certificate of appropriateness,” which involves a much more onerous process (public hearing, etc.). BTW, the brick-to-brick replacement is being done because the existing windows are aluminum replacement units from the 1970s that don’t match what was there originally. The plan is to install wood reproductions of the originals. Thanks!

We are doing this. We are actually removing some old ugly storms that were added to the originial windows and replacing the originals (in horrible shape) with what were are told by everyone is the LM-approved window and using an architect to file. He said we would sail throught but the reveiwer of our file gave him a hard time saying they needed proof that the windows needed replacement and couldn’t just be repaired (at a much greater expense). It was a pain but we do have the permit now. I think since LM approved it as a certificate of no effect (or whatever it’s called when you replace exactly, not change) we can go ahead with out DOB permits. At leats that’s my understanding.

No, if you are not changing the opening (which is a structural change), you do not need a DOB permit. If you plan on replicating the originals, you will sail through the LPC – they will love you!

Curious about this myself. Also curious if you have an estimate or thoughts on contractors. Front window replacement is on my medium term list of to-do’s.
