Protecting the Roof with Plastic Decking Tiles?

My new condo building has a common roof space, but the roof does not have any decking or protective layer on it.  It is currently just the rubber roof covering painted silver.  We are considering laying down plastic decking tiles (TopDeck Polypropylene tiles, for example) as an interim step towards eventually building a deck.  Can anyone comment on how effective this might be in protecting the roof? Does anyone have another suggestion for a $2000-$3000 solution for protecting the roof?
