Changing tenant floor and kitchen location?

Howdy ‘Stoners!

I have a legal two family brownstone that is currently set up as an owners duplex and top floor tenant rental.  I would like to do two things:

1.  Make the garden floor the rental and the top two floors the owner’s duplex (Garden rental already has separate entry and windows)
2\. I would like to move the kitchen from the top floor to the parlor floor.  The ideal location on the parlor floor is directly beneath the current location of the kitchen

Anyone have any recommendations of licensed contractors to work with?  Does this involve any extra paperwork since i’m changing the rental location? 
Most importantly,   rough high-low estimates on cost?

Beware that in most cases, the reason the rental is on the top floor is because the garden apt is 50% below grade, which does not allow for a kitchen or shower down there.  Not always, but most of the time.
