bathroom ceiling air vent?

It’s a duct that moves air directly to outside. Nothing in it is easily damaged and it’s totally safe to clean it with a vacuum cleaner or paint it.

What is this exactly and how do I clean it? Is it safe to simply vacuum it with a standard vacuum cleaner?
