Alt 1 in a Tight Time Frame?

We are about to renovate a townhouse and are using bank financing for the project. The bank requires that we start the work within 30 days of closing and produce a c/o at end of renovation. The townhouse currently has no c/o. Every architect/expeditor has a different solution. How can we accomplish both objections? Should we do a self-cert ALT 2 to begin the work quickly, then file a no-work ALT 1? Should we just do an ALT 1? Also what should the costs run? Thanks in advance for the help!

Certainly it seems a clear understanding of what constitutes ‘commencement of work’ is necessary.  But assuming it means you’ve obtained a work permit and some physical changes are taking place at the job site, it seems pulling an A2, self cert, on a reduced scope of work (such as a bathroom demo/replacement or roofing or some other minor yet related scope of work to what you will ultimately undertake as part of the renovation), is the best way forward.  This will buy the time needed to get the documents ready for an A1 application to deal with the broader scope and to secure the CO.  If you happen to be in a Landmark District, you can request expedited review as the A2 app will only address minimal interior scope.  In the interim you can get some items out of the way: asbestos inspection, ensure your mortgage title survey includes some information that will be needed in the property survey to be submitted as part of the A1, engaging the design professional(s), and having a narrowed group of contractors who will ultimately pull the permit against the approved application.  Of course, we’d welcome an opportunity to be considered:

If you need to pull an Alt I, then I do not see how you are going to file an Alt II, unless you are going to file only the work that can be done under an Alt II and then file a PAA with the changes that would requrie an Alt I to be filed. You need a good architect, expeidter and contractor to have a chance.

From your comment “start within 30 days” I take it you are doing a 203k or traditional renovation loan. While the 30 day start is the “official” bank guideline it rarely happens when filing plans and permits. If your GC has done these before he should know how to deal with the bank to get around the 30 day start guideline

If you have your design set, and construction docuements done then I don’t see why a good expeditor could not have Alt-2 work permit pulled within a month of your closing date.  You have to make sure that your architect knows exaclty what the buidling department is looking for. Most likly they will have some comments, but as long as they are minor comments your architect and expeditor should be able to respond, and still pull your work permit in time.  Also you contractor needs to have all of his insurance, license, and information with the Department of Buildings current when you submit your drawings. Otherwise this could hold you up.   Your certificate of occupancy can only be granted after your construction is finished and all inspections are approved.  This Alt-1 application can be filed at the same time as your Alt-2 or wait until later. Again if your expeditor is good, then they should be guiding you on this.  I use a lady in Brooklyn named Wendy.
