Do I need permission from my neighbors to bolt through the roof dividing wall?

Hi My I-Beams blew over during Hurricane Sandy and I had a metal guy come to bolt down and attach properly. My neighbor came up while they were there and told them they had no permission to perforate the membrane on the divider wall. What should I do?
