Parking lot project

There’s a pretty, empty, landscaped patch on our residential block that is constrained from being built on in some ways. Rumor has it that the owners want to turn it into a parking lot. Any suggestions on where to find laws about establishing a new parking facility? It’s in a Landmark area. I don’t have much information but presume it would have to be a ground level facility since building isn’t allowed but I guess it might be underground, not just surface tarmac.
