How do you start a block association?

Hello Brownstoners, I’d like to start a block association. I spoke with a few of my neighbors and they like the idea. How do you start a block association? I Googled the topic but nowhere did I find info on what forms if any I need to submit to register it. I was told that if a block has an association the. Homeowners can requests from the city free tree guards and free repair of sidewalks warped by street trees. Also, who do we talk to about closing the street for a block party? From what I have heard – from older residents on our block – the city engages in certain free “block-directed” giveaways from time to time, and they exist only for a certain time period, then go away. The tree guards were done about seven years ago. Before that, the city was giving away recycling containers. &c. There are certain other programs that are ongoing, though, such as the installation of street bumps. Just keep your ears and eyes open for these programs, and, as the posters before mentioned, attend these meetings and bring the info back to your block association. Above all, do not get discouraged with “that’s never worked,” and “the block doesn’t want that.” We had a block association that was pretty much mired in “this is the way we’ve always done it,” but we moved beyond that and continue to improve our block. My block formed one about 18 months ago to rally support for a specific need. Haven’t been able to find any ‘free tree guards’ nor pavement work. Best we’ve found is the Tree Trust – you order guards through them, they get permits, do the installation, etc. & your payment is considered a contribution & is tax-deductible. The free guards were a brief offering from Marty Markowitz.

Also, your block may have had one in the past, if so, the CB has that info. It may just be a matter of reactivating it, which could be easier, as organization should have by-laws, etc on file somewhere.

The best way to get accurate info would be to contact your Community Board. They can walk you through it. You need to be registered as a block association with the CB, anyway. They can also tell you about what programs you’d be eligible for and how to go about getting the goodies. You will have to elect officers, have by-laws, regular meetings, etc. I know you need a permit to have the block closed for a block party, and you need to be a block association to do so.
