Expanding window opening
I had a 3×3 window opening it presently has a/c sleave in the opening with brick filling in the remaing opening. I am putting a window back in opening removing the sleeve, originally was 3×3 window. I want to expand it to 3(width) x 4(height), the lintel should be able to remain, the opening will increase by lowering the existing sill. What would be required (permits, how long will the process be and what would be should I expect)? Thanks

Yes, unless you’re in landmarks area, or have nosey neighbors, do yourself a favor and do it to code but don’t file it. You will be months/years and many thousands of bucks down the tube versus a few weeks of work otherwise. Although if you’re restoring a window to original size maybe you might not need permits anyway. If enlarging you technically would need to. Pros will chime in I’m sure.

If you are in a Landmark District and the window can be seen from any street, you will need Landmarks approval and permit. If not; get a good carpenter and a mason that have worked together before and just do it. I would be more inclined to find a good carpenter and ask them to find a mason, but always check prior work standards of both.
