Hoping that someone, (particularly the author) reads this post. Here’s my intro, I’ve just purchased a brick row house; garden floor,parlor and top floor. The top floor has been converted to an illegal apt (registered 1 fam cert of occupancy). I plan to immediately demolish as much as possible in order to begin my own conversion with a budget of about 28-35k to work with. I arrived at this site with the hope of finding a thread that may contain a detailed discussion of a similar project but I can’t seem to find one. Can someone please list at least some of the steps I need to take? Hire an Architect first to develop the floor plans? Is it possible to get architectural plans/permits in with the proper agencies without any worries of inspectors showing up and violating me because they may see my top floor in demolished state,pluming and all? Can I then work from such plans myself? Please help.

    Please do not start ripping things out until you talk to an expeditor or architect or someone with expertise in these matters.

    Also, our renovation budget was also $30,000 and we burned through that in about one second and spent double.

    $15,000 whole house electric upgrade
    $2,000 basement foundation repairs
    $4,500 refinish floors
    $4,000 plastering and skim coating all three floors
    $2,000 painting top floor
    $4,500 linoleum

    And many other plumbing, appliances, woodworking, pest control, cornice repair, demo, hauling and trash, and other expenses.

  2. Plumbing repair slip is for minor plumbing repairs. If yor C. of O. says 1 family then you will only be able to get a letter of no objection for a 1 family for which you have already the certificate so it will not help and of you file for a 2 you will most probably get denied.

    If you want to legalize it back to a 1 then you can do the following (wich will save you some money)

    1) Have a plumber file an LAA for removal and capping of the illegal plumbing.
    2) File alteration type 2 for general rehabilitation work

    Or if you want to legalize as a 2:

    1) File alteration type 1 to convert from legal 1 to a 2.

    Completed 1931.
    Alteration (doesn’t specify what) number ALT2597/48,filed 06/30/48.
    Certificate of Occupancy filed 06/29/54.
    Plumbing repair slip (don’t really know what this means though it appears on a lot of the histories of older homes) filed 08/06/1964.
    These and a few other items are listed under “Actions” in the BIS.

  4. Hey Queenie,just read your post concerning a c of o. Mine is of a similar situation but you say your home is a “single family set up as a two”. Does that mean that you have a unit complete with separate electric meter, kit and bath ?
