Is it a legal requirement that any rental apartment have a mail box of some kind – even just a slot in the door?

  1. BTW, Snappy, I was just at my local post office in LIC (a great PO, particularly when compared to my local Brooklyn PO). The clerk recommended that before you stand in line at a station, try calling 1-800-ASK-USPS. Clerk also said the purchase and installation cost for keykeeper, box, whatever is the LL’s. If installing a keykeeper, once it’s been installed bring a copy of vestibule door key to your local PO and the route carrier will bring the key back to your address and leave in keeper.

  2. You should speak with the landlord about installing a keykeeper. He is required to provide some form of guaranteed USPS access for mail delivery (whether slot, keykeeper, door-mounted box, etc.). Get the details about keykeepers and delivery from a supervisor at your local post office (even if you despise doing business there). You can find additional info, photos, dimensions, etc. at the Bommer website (they manufacture USPS-approved boxes): http://bit.ly/bNZFu2

  3. Ok…here’s the setup…

Commercial space downstairs, one residential tenant upstairs. Commercial tenant is rarely open. USPS delivers by ringing bell of commercial tenant to gain access to vestibule and then puts residential tenant’s mail in tenant’s mail slot in the door, commercial tenant’s mail through their mail slot. If the commercial tenant is not open for business, mail man keeps on going, therefore no mail delivery for the residential tenant most days. USPS has been told, begged, damn near threatened numerous times about this to no avail. But, it matters not because if the residential tenant isn’t home to give USPS access to the vestibule, still no mail. So, the bottom line question is, does the landlord have to put in a door with a mail slot at the main entry to the vestibule, or retrofit a slot into the existing door or put up a box outside on the building’s facade that has one of those mailman key access points? Or is the residential tenant SOL?

  4. NYS MDL section 57 – 2: Whenever the owner of a multiple dwelling has not arranged for mail to be delivered to occupants thereof by himself, his agent or employees, arrangements shall be made for the delivery of such mail in conformity with regulations of the post office department.

NYC HMC Section D-21.01: Sec. D26-21.01 Mail service
The owner of a multiple dwelling shall either:
    (1) arrange for mail to be delivered to himself, his agents, or employees for prompt distribution to the occupants, or (2) provide and maintain approved mail receptacles and directories of persons living in the dwelling, as provided by federal law and by the regulations of the post office department.

  5. Arkady…in the typical brownstone, the mailman puts all the mail through the gate under the stoop, at least in my neighborhood.
