You’re at a new special events hall as workers are finishing construction. The site manager is concerned
because an inspector is coming sometime in the afternoon to do a Public Assembly permit inspection,
and he’s worried it’s not ready to pass. You happen to have the inspector’s cell phone number, so call
him and say, “We’re not ready yet. Put us at the end of your day and I’ll buy you a beer after.” Is this
corrupt activity?

  1. Isn’t the job description of expediter to work the corrupt system? The average person getting a project done doesn’t have the inspector’s cell phone # and doesn’t want to figure out who they have to bribe and whether they have to buy the inspector a beer.

  2. Is it immoral? No. Is it the exchange of something of monetary value for an act done in an official capacity? Yes. Wouldn’t we think “I’ll pay you 100 bucks to come at the end of the day” is corrupt? Or worse- I’ll give you a case of beer if you pass us.

    I have no problem, however, with a phone call “can you come at the end of the day?” and then at the end of the day offer a beer.
