Last summer, our next door neighbors decided excavate their yard and replace the existing soil with clean fill and organic soil. To aid in this task, they placed a dumpster on the street which is mostly in front of our house so as not to block access to their yard via a side pathway. The dumpster has been there for five months and I’m getting sick of it for obvious reasons – it’s a eyesore, it’s attracting illegal dumping, it’s taking up a parking space etc. When we spoke to the homeowners, they pretty much told us to mind our own business – that they’re making an organic garden for their children and how dare we interfere with that- which I was kind of shocked by. Their plan is to keep the dumpster there until they finish the yard in the springtime. Since it’s an illegal dumpster, can I resolve this whole issue with a 311 call? I’m not worry about retribution or losing a cherished friendship since they’re being such jerks.
Yes permit is really required, even the small thing left should also have permit to work things service out.

A permit is $ 50.00 and good for 30 days only. You can get it up to 90 days only if you also have a permit from the department of buildings which based on the post I am assuming there is non at the moment. You can check permit status from the DOT online. Just paste the following link:

Have fun navigating your search thru the city website
traditionalmod, Yes Paragon throws out perfectly good stuff that is left over from clearance sales. You know when they’re doing it because crowds gather around the dumpsters on 18th or 17th streets and try to figure out how to get stuff. Not that many years ago they wouldn’t guard the dumpsters and it was a free for all getting skis or boots and trying to find the mates. If they don’t get permits then they have no right to keep people from getting stuff.
I hear ya. In addition to my earlier advice, I will also point out that the Department of Sanitation gives a cash reward to people who provide information resulting in a conviction for illegal dumping. (“Last week, someone dumped 11 tires which the homeowners pulled out of the dumpster and left on the street.”) A little digital video and you may at least get some financial compensation for your troubles.
However, I would start where I did in my earlier post: call the local community board:

I’m not disclosing the neighborhood. The dumpster is covered with a tarp which is secured by bungee cords. The tarp’s been cut through several times. Last week, someone dumped 11 tires which the homeowners pulled out of the dumpster and left on the street.
Like the recent stop sign inquiry, I think this is an issue the local community board could resolve rather quickly. Most treat the loss of parking as a crisis.
Which leads me to reiterate quickazoid’s question: in only the most general way (neighborhood), where is this occuring? I’m not asking for as much detail as IMBY needs to bring the cinder blocks over.
And while I am free associating, how is it that the dumpster hasn’t been filled up in five months, either by your neighbor or people “topping off”? One possible way of getting the box moved from in front of your house is to fill that space quickly whenever a full dumpster is carted away.
mare- Then you would be foolish NOT to go after them ,IMHO. It is exactly this kind of “screw you” behavior that, if left unchallenged, will come back to haunt you repeatedly. These types of people go through life with that attitude and become emboldened because nobody has the b____s to stand up to them.NIP IT IN THE BUD!
Hank,
They don’t have a permit and they’ve even admitted such. They just think their intentions supersedes the law.
Arkady writes “Permit is required but it costs more than the fines so many people opt not to get them. Yes, report to 311 or Sanitation.” I’m sure the writer is well-intentioned but why would anyone post responses that have no basis in fact. Fact is, as IMBY correctly states, that the permit is ONLY $50. and is good for 90 days, certainly less than any potential fines. In all likelihood your obnoxious neighbor has a permit, is legitimate and this is the reason for his/her lousy behavior. Check the link that IMBY posted for the existence of any permit. It’s that simple.
